About the Client
Southern Cross Care (NSW & ACT) is one of New South Wales’ largest not-for-profit aged care providers, delivering residential, home care, and retirement living services to older Australians across metropolitan and regional communities. Rapid service growth had created a complex technology estate spanning clinical, operational, and administrative functions, without the governance structures required to manage it effectively. The organisation engaged Logicore to establish that foundation.
The Challenge
Organisational growth had outpaced technology governance.
SCC’s 2024–2027 Strategic Plan required scaled service delivery across NSW and the ACT, but the underlying technology foundation lacked the visibility, prioritisation, and execution capability to support it.

Across 100+ applications, there was no consolidated view of the technology landscape. Applications were not mapped to business capabilities, leaving value, duplication, and systemic risk largely invisible — resulting in duplicated spend and unmanaged exposure.

Funding was driven by operational pressure rather than strategic value. Without a structured evaluation framework, initiatives could not be consistently assessed, justified, or sequenced.

Strategic intent existed, but there was no sequenced, capacity-aligned roadmap to convert it into funded delivery — delaying execution and weakening confidence at every level.
These constraints reinforced each other: without visibility, value could not be understood; without a framework, investment could not be prioritised; without a roadmap, strategy could not be executed.
